Who Does Qatar Labor Law Cover?
Qatar Labor Law (Law No. 14 of 2004 and its amendments) applies to most private sector workers — both Qatari nationals and expats.
However, it does not cover:
- Government and ministry employees (they fall under Civil Service Law)
- Domestic workers such as drivers, cooks, and nannies (covered under Law No. 15 of 2017)
- Qatar Financial Centre (QFC) employees
- Workers in petroleum and petrochemical companies under Qatar Energy
- Casual laborers working fewer than four weeks
If you work in the private sector, this law protects you.
