Doha, November 05, 2026 : The Ministry of Education and Higher Education (MOEHE) and the General Authority of Customs (GAC) have signed a memorandum of understanding (MoU) to strengthen cooperation in preparing and qualifying specialized Qatari professionals for the customs and logistics sectors.
The agreement will provide government scholarship opportunities for Qatari students nominated to work in these fields, helping align higher education programmes with labour market requirements.
The MoU was signed by HE Undersecretary of MOEHE Dr. Ibrahim bin Saleh Al Nuaimi and HE Chairman of the General Authority of Customs Ahmed bin Abdullah Al Jamal, in the presence of senior officials from both entities.
The initiative supports national efforts to develop human capital and prepare specialized Qatari talent in line with the objectives of Qatar National Vision 2030.
Under the agreement, scholarships will be offered for specialized academic programmes developed in collaboration with the University of Doha for Science and Technology and the Community College of Qatar.
The programmes include bachelor's degrees in Border Management, Supply Chain Management, and Business Administration in Logistics and Supply Chain Management, in addition to a specialized track in Customs and Border Management. These courses are designed to provide students with the academic knowledge and practical skills required in the sector.
The memorandum also establishes a framework for cooperation in student admission, registration, and academic and financial follow-up. MOEHE's Scholarship Department will monitor students' progress from enrolment through graduation in coordination with the relevant parties.
Meanwhile, the General Authority of Customs will support the programmes, participate in selecting candidates, supervise practical training and provide opportunities for its employees to pursue university education.
Dr. Al Nuaimi described the agreement as an important step towards investing in national human resources. He noted that customs operations play a key role in protecting society, safeguarding the national economy and facilitating international trade, requiring professionals with both academic knowledge and practical expertise.
He added that the partnership strengthens cooperation between educational institutions and government entities by creating clear academic and career pathways for Qatari students.
For his part, Al Jamal said the agreement builds on institutional cooperation between the two entities and expands opportunities for academic qualification in customs and logistics.
He stressed that developing national competencies is essential to building sustainable institutional capabilities that can keep pace with changes in the sector. He also highlighted the agreement's contribution to Qatar's efforts to develop a diversified, competitive and sustainable economy by strengthening human capital and supporting the customs sector's role in trade and economic development.
