The Complete Guide To Qatar's HMC Health Card For Expats

The Complete Guide To Qatar's HMC Health Card For Expats By neha - July 06, 2026

Qatar requires expats to carry private health insurance. Many assume that's all they need for healthcare access. It isn't.

The HMC health card is a separate government document. It gives you subsidized care at Hamad Medical Corporation hospitals and Primary Health Care Corporation centers. Most expats need both this card and private insurance to access care properly across Qatar.

Why This Card Is Different From Your Insurance

Private health insurance exists as a legal requirement tied to your residency. Without it, you can't get or renew your residence permit. But insurance alone doesn't unlock subsidized rates at public healthcare facilities.

That's where the HMC health card comes in. It's what actually gets you subsidized pricing at HMC hospitals and PHCC health centers. Think of insurance as your legal requirement and the health card as your practical access pass.

Who Qualifies For An HMC Health Card

Eligibility covers a wide range of residents. Qatari citizens and GCC nationals can apply. Any expat holding a valid Qatar ID also qualifies.

Dependents count too. Spouses, children and even domestic staff can get their own cards through their sponsor. Visitors without residency status cannot apply, since the card ties directly to Qatar ID holders.

How Much Does The Card Actually Cost

Pricing stays fairly simple and affordable. Expats pay around QAR 100 for a new card. Qatari nationals pay half that amount, at QAR 50.

Lost or replacement cards follow the same pricing split. Payment typically requires a credit or debit card through most channels. Cash isn't accepted for online payments, though some in-person counters still take it.

Documents You'll Need Before Applying

Gather these items before starting your application. You'll need a valid Qatar ID, a passport-size photo and a copy of a utility bill.

If you're applying for a child, bring either a birth certificate or a vaccination record instead. Having everything ready before you start saves time, whether you apply online or in person.

Two Ways To Apply: Online Or In Person

Applying online remains the easiest route for most people. Use either the Hukoomi portal or the Nar'aakom app. Enter your Qatar ID, and the system automatically pulls your existing details.

You'll confirm your address during this process. The system then assigns your local health center based on that address, known as your catchment area.

Prefer applying in person instead? Visit your assigned PHCC health center during morning hours only, since cards get issued during that window exclusively. Fill out a form, submit your documents and pay the fee at the counter.

You'll receive a PHCC health file number as part of this process. The card itself gets issued on the spot in many cases, though it can take a few days in others.

How Long Your Card Stays Valid

Validity periods differ depending on your status. Expats and newborns get cards valid for one year. GCC nationals receive a longer five-year validity period.

Domestic staff cards also last one year, matching the standard expat timeline. You'll receive an SMS reminder roughly 30 days before your card expires, giving you time to renew without any gap in coverage.

The 2026 Update You Need To Know About

Since April 2026, you no longer need to carry a physical plastic card at all. Your Qatar ID or the digital card inside the Nar'aakom app now works at every HMC and PHCC facility across the country.

This doesn't mean renewal becomes optional, though. You still need to renew your digital record and pay the renewal fee each year. There's simply no physical card to replace anymore, just a digital record to keep current.

Putting Your Card To Use

Once you have your health card, the next step is registering with a family physician at your assigned PHCC center. This doctor becomes your main point of contact for healthcare in Qatar.

Your family physician handles routine care and can refer you to HMC specialists or hospitals whenever necessary. This system keeps care organized and ensures you're seeing the right provider for your specific needs.

For expats settling into life in Qatar, getting this card sorted early makes healthcare far simpler down the road.
