In Qatar, making a telephone call or using some other private means of communication (but not in public) to insult / verbally abuse another person is a crime under Article 330 of the Qatar Penal Code. The law intends to outlaw harassment, obscene wordings, and personal abuse by means of a direct phone call or other one-to-one channels of communication.
Qatari authorities treat such offenses seriously to maintain the respect of individuals, their dignity and social stability. Anyone prosecuted for orally offending another through these constitutes an offense.
Key penalties under Article 330:

The penalty may differ based on the type and severity of the crime. If a person proceeds to register the case, legal action can also be initiated.
