The Ministry of Education and Higher Education has announced a new amendment to the framework regulating textbook and transportation fees for nonāQatari students enrolled in government schools. The update was formalized through Decision No. (5) of 2026, issued by HE Lolwa bint Rashid bin Mohammed AlāKhater, Minister of Education and Higher Education, and published in the Official Gazette.
The decision modifies provisions of Decision No. (20) of 2023, which previously set the fee structure for nonāQatari students outside the Gulf Cooperation Council (GCC). The latest amendment expands the list of categories exempt from financial charges, adding holders of Qatari travel documents and holders of permanent residence cards to the groups eligible for free textbooks and school transportation.
Officials explained that the measure reflects the Ministryās ongoing commitment to inclusive educational policies that respond to evolving societal needs. By broadening exemptions, the Ministry aims to ease financial burdens on families while ensuring wider access to stateāprovided educational services.
The amendment stipulates that the newly added categories will benefit from exemptions under the same provisions and regulatory controls already applied to existing groups. The decision takes effect immediately from the date of issuance, reinforcing the governmentās determination to implement reforms without delay.
Education authorities emphasized that the initiative is part of a broader strategy to create a supportive and equitable learning environment. By extending exemptions, the Ministry seeks to enhance opportunities for students covered under the new rules, enabling them to fully participate in the education system and contribute to national development.
The move aligns with the objectives of the Qatar National Vision 2030, which prioritizes human development, inclusivity, and equal access to essential services.
