Which Nationalities Can Transfer Their License

Qatar has agreements with several countries that allow a direct license exchange. These drivers skip the theory test and driving school entirely.
As of 2026, the following nationalities generally qualify for transfer:
- United Kingdom
- United States
- Canada
- Australia and New Zealand
- European Union member states, including Germany and France
- GCC countries, including Bahrain, Kuwait, Oman, Saudi Arabia, and the UAE
- Jordan, Lebanon, and Turkey
Indian, Pakistani, Filipino, and most other South Asian and Southeast Asian nationals do not qualify for direct transfer. These drivers must complete Qatar's full driving school and test process instead. This remains one of the most common questions among new residents, and the rule applies consistently.
Your License Must Be Active and Issued in Your Own Country
Qatar only accepts licenses that remain valid at the time of transfer. An expired license cannot be exchanged under this process. Drivers in this situation must renew the license at their home country's embassy in Doha, if that option exists, or complete the full Qatar driving process.
Qatar also requires that the license match the holder's nationality. A British license held by a Pakistani national does not qualify for the transfer route, even though the UK appears on the approved list.
