Batay sa ulat ng GMA News, sa taong 2021, 50 milyong Filipino ang target na mabigyan ng National ID sa ilalim ng Philippine Identification System. Bilyun-bilyong Piso ang gagastusin ng gobyerno para diyan.

Sa kalendaryo ng National Economic and Development Authority o NEDA, sisimulan na sa susunod na buwan ang pagkuha ng biometric information ng halos 9 milyong Pilipino na kabilang sa mga unang mga nakapagrehistro para sa Philippine Identification System o National ID.

"We are hoping by the end of the year, we will exceed 10 million," ayon kay NEDA Acting Secretary Karl Kendrick Chua .

Step 1 - will begin in January

Step 2 - is when they will go to the registration center and give their biometrics, finger print and iris scan.

Step 3 - starting February, they will get their National ID. 

Sa ngayon inuuna munang maregistro ang mga nasa low-income braket, mula sa 32 lalawigan. Ang target ng NEDA sa 2021 ay 50 milyon o halos kalahati na ng populasyon ang mayroon nang National ID. Mahalaga raw ito ngayong pandemic lalo't pwede ito magamit para matukoy ang mga dapat bakunahan ng COVID-19 vaccine.

"Once the vaccine is widely available, we will of course need a list of people and the National ID could be the source of that list. I actually offered, to the task force, that Secretary Galvez is heading, the possibility of using the National ID as one of the basis for the distribution," dagdag ng NEDA official.

Tulad ng maraming programa ng pamahalaan, naudlot ang mass registration para sa National ID dahil sa banta ng COVID-19. Umaasa raw ang NEDA na mas mapapadali na ito dahil sa pinaigting na health protocol, at pinagaang community quarantine sa maraming bahagi ng bansa. 

"Alam mo yung biometrics, you have to put your finger, and iris scan may machine yun. Naku, that is a way to spread the virus, so we have to be careful," a ni Chua.

Dagdag pa ng NEDA, makakatulong din ang National ID sa panahon ng COVID-19 pandemic para mapabilis ang pamimigay ng ayuda, lalo pa't 89 percent daw ng mga naunang nairehistro sa National ID ay walang account sa bangko. 

Ang una naming gagawin is pagregister nila sa National ID, Landbank will co-locate at the registration center to immediately open a bank account, so that next time if we have a need to distribute subsidies, we can direct it to your bank account.

Maglalaan ang pamahalaan ng karagdagang P3.5 billion para dagdagan pa ng 20 million ang target na mabigyan ng National ID sa susunod na taon.

What is the Philippine National ID system?

The bill that enacted a centralized identification system of Filipino citizens and residents states that the national ID system of the country will be called the “Philippine Identification System” or “Philsys.” It’s a single ID card that can be used as proof of identification for all transactions in the country, whether it’s by a government agency or a private institution. Once this is implemented, Filipinos both in the Philippines and abroad (OFWs and Dual Citizens) will be required to register.

Who are eligible to get one?

All Filipino citizens are automatically eligible to get a National ID, including Overseas Filipino Workers, dual citizens residing in another country, and even resident aliens (foreigners). 

What is the latest update on the implementation of national ID?

As of now, the PSA is currently doing systems calibration and coordination with the different agencies and sectors to ensure seamless delivery come registration of at least 5 million low-income household heads starting 4th quarter this year.

Why is PSA focusing the registration on the low-income household heads for this year?

In light of the COVID-19 pandemic, prioritizing low-income household heads in the registration process aims to enable them, with their national ID, to open bank accounts so that they would be able to receive their government assistance digitally. The goal is to ensure that at least one (1) member of low-income households, who lack identity documentation, has an ID sufficient for opening a bank account.

When is the start of the registration for the low-income household heads and how will the PSA facilitate the registration given the current situation?

PSA aims to start the registration towards the fourth quarter of this year. A system is currently being developed to manage the number of people to be accommodated in a registration center, whether fixed or mobile. Likewise, the PSA will identify provinces with low risks of possible COVID-10 outbreak in coordination with the Inter-Agency Task Force (IATF) and LGUs for possible registration venues. Registration protocols and social distancing measures will be observed to minimize health risks posed by the COVID-19 pandemic in all registration activities.

How about the remaining population? When will they be able to register?

The PSA aims to register majority of the Filipinos by the end of 2022 and will open the registration to the general public in 2021. Further announcements on this will be made to ensure that the public is informed and ready for the line-up of registration activities of the PhilSys.

What is the use of the national ID?

The national ID or PhilSys is not just another ID to add to your list of “valid IDs”. Aside from providing a valid proof of identity, the PhilSys is a platform to transform and streamline how services are delivered. The purpose is to establish a single Philippine Identification System for all citizens and resident aliens of the Republic of the Philippines for easier accessibility and application for eligibility to social welfare programs and benefits from the government.

The PhilSys will NOT replace existing functional IDs that serve other purposes. For example, a passport is a travel document and a driving license is proof that someone can drive. Functional IDs such as these will remain the responsibility of the issuing government agencies.

Are there any benefits getting PhilID? e.g., pension for senior citizen, benefits for DSWD beneficiaries and the like?

The PhilID is intended to provide a person with a valid proof of identity. The core function of the PhilSys is identity authentication and any process such as downloading of benefits and identification of beneficiaries for government aids remain fully with the implementing agency.

Ayon naman sa ulat ng CNN, mahigit six million Filipinos na ang nag-pre-registered para sa Philippine ID System sa kasakuluyan. Ito ay less than three million short para sa yearend target ng Philippine Statistics Authority 
(PSA).

Base sa records, 6.287 million ka-tao na ang nakakumpleto ng first step sa pagkuha ng national ID as of November 24. Ang yearend target ay nine million indibidwal.

Karamihan sa mga nagregister ay mula sa low-income households – bilang priority ng PSA sa adhikain nitong mapasama ang mga pamilyang ito sa formal financial system. Nasa 89% sa kanila ang kasalukuyang walang bank accounts at 79.6% ang mayroong mobile numbers.

Sa bilang ng mga nasa households, 3.474 million ang nag-sign up. Ang mga nagregister ay: 53.7% ga babae, 87.7% ay maroong voter’s ID, senior citizen’s ID, driver’s license, PhilHealth ID, at birth certificate.

Base sa PSA data, maaring makumpleto ang registration in less than 5 minutes on average sa pakikipagtulungan ng isang enumerator.

Ang unified ID system ay naglalayong mapalitan o matugunan ang bank requirements for account opening, para maiwasan ang kasaluluyang proseso sa pagpresenta ng at least two ID cards as proof of identity.

Pagkatapos ng pre-registration, kinakailoangang magtungo ang registrants sa PSA hub para mag-encode ng biometrics, kasama ang fingerprint at iris scans.

May mga remote registration sites na naka-set up sa mga probinsiya. Aminado ang agency na ang proseso ay nadelay dahil sa dumaang mga bagyo.

Ang huling proseso ay ang issuance ng PhilSys number at physical ID, na ang printing ay isasagawa sa Bangko Sentral ng Pilipinas.
