Third Phase of ongoing Covid-19 restrictions modified

 

During the Cabinet meeting that was held today at the Amiri Diwan, the Prime Minister and Minister of Interior HE Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired and declared modifications on the ongoing third phase of Covid restrictions. 

HE Sheikh Khalifa mentioned that these modifications will be effective as of Friday, August 6, 2021, until further notice.

After the detailed review of the report by the Supreme Committee for Crisis Management in accordance to the plan to lift the current restrictions of phase 3 that were kept in place as a result of the deadly virus spreading rapidly in the region, and in the interest of the health and safety of all members of society, the following were decided by the Cabinet:

1-Continuing the work of the Council of Ministers’ decision, which stipulates that, according to the need for work, no more than 80% of the total number of employees in government sector work at their workplace, while the remaining employees work remotely from their homes or on request, as the case may be, with the exception of military, security and health sectors.

2- Continuing to work with the decision of the Council of Ministers, which stipulates that no more than 80% of the total number of workers in the private sector work at their workplace and remaining employees work remotely from their homes, and the Ministry of Commerce and Industry, in coordination with the authorities will specify the activities that are excluded from this decision.

3-Continuing to allow meetings to be held for employees and workers in the government and private sectors who are at their workplace with no more than 15 people.

4- Continuing to oblige all employees and workers in the governmental and private sectors to conduct a rapid test for the Corona virus ( Rapid Antigen) approved by the Ministry of Public Health, on a weekly basis, for employees and workers who did not receive or complete doses of the (Covid-19) vaccine. Workers who have completed doses of the Covid-19 vaccine and those who have recovered from the disease are exempted from this requirement.

5- All citizens and residents when leaving the house for any reason should wear masks, except in the event that the person is alone while driving the vehicle or with his family.

6-All citizens and residents to activate the EHTERAZ application on smart phones when leaving the house for any reason.

7- The continued opening of mosques to perform daily duties and Friday prayers, and allowing children to enter, while adhering to the precautionary measures determined by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs, while continuing to close toilets and ablution facilities.

8- Continuing to allow presence in homes and councils according to the following:

A-    The presence of a maximum of 15 vaccinated people, or a maximum of 5 people if all or any of them did not complete or did not receive vaccine doses in closed places at homes and majlis.

B - The presence of a maximum of 35 vaccinated persons or a maximum of 10 unvaccinated or mixed groups in open spaces at homes and majlis.

9- Continue to allow wedding parties to be held in wedding halls in hotels and independent wedding halls only, provided that the number of attendees does not exceed 80 people, while allowing the presence of 10 people who did not complete or did not receive vaccine.

10-Continuing to allow gatherings or sitting in public parks, beaches, and the Corniche with a maximum of 20 people or family members residing in the same house, and individual sports such as walking, running and cycling are allowed, and allow the opening of playgrounds and sports equipment in those places, and continuing to allow the opening of private beaches. Not exceeding 50% of the capacity.

11- All citizens and residents when travelling in vehicles for any reason not to have more than four people in the vehicle, including the driver of the vehicle, with the exception of family members residing in the same house.

12- Continuing to work on what was decided to reduce the number of people transported by buses to half the bus capacity, while taking precautionary measures and measures.

13-Continuing the operation of metro services and public transport services, not exceeding 50% of the capacity throughout the week, taking into account the closure of places designated for smoking, and not allowing food and drink in the mentioned means of transport.

14- Continuing to allow the opening of driving schools and the provision of their services not exceeding 50% of the capacity, provided that all workers are vacccinated.

15- Continuing to allow the opening of theaters and cinemas with 30% of the capacity, provided that 75% of the customers are vaccinated, and allowing the entry of children while counting them within the unvaccinated percentage of 25%.

16-Continuing to allow educational centers and private training centers to provide their services not exceeding 50% of the capacity, and that all the trainers are vaccinated.

17- Continuing to allow the opening of nurseries, not exceeding 50% of the capacity, provided that all workers in the nurseries are vaccinated.

18- Continuing to allow the opening of museums and public libraries without exceeding 75% of the capacity.

19- Continuing to allow educational sessions to be held in centers designated for people with special needs, with no more than 5 people in one session, provided that all trainers are vaccinated.

20-Continuing to allow professional sports training, whether in indoor or open spaces, and to allow preparatory training for local and international tournaments approved by the Ministry of Public Health, and to allow the training of amateurs with a maximum of 35 vaccinated people in open spaces and 15 vaccinated people indoors, with no public attendance allowed.

21- Continuing to allow the organization of local and international sporting events after obtaining the approval of the Ministry of Public Health, and to allow the presence of no more than 50% of the capacity in open spaces, provided that 75% of the public are vaccinated. Those who did not complete or did not receive vaccine need to take the Rapid Antigen test approved by the Ministry of Public Health within 24 hours prior to the event. Allowing the presence of no more than 30% of the capacity in closed places, provided they are all vaccinated.

22- Continuing to allow the organization of conferences, exhibitions and events, with a capacity not exceeding 50%, after obtaining the approval of the Ministry of Public Health.

23 Continuing to allow shopping complexes at 50% capacity, allowing children to enter, and allowing the opening of food courts at 30% capacity, and allowing the opening of prayer halls and changing rooms.

24- The continuation of allowing restaurants and cafes to provide food and beverages according to the following:

A- Capacity that does not exceed 50% for restaurants and cafes that have a “Clean Qatar” certificate, and capacity that does not exceed 30% for restaurants and cafes that meet the conditions specified by the Ministry of Commerce and Industry in open spaces.

B - Capacity that does not exceed 50% for restaurants and cafes that have a certificate of "Clean Qatar", and capacity that does not exceed 20% for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry, provided that all customers are vaccinated and children are only allowed to enter with their families in closed spaces.

25- Continuing to allow the services of renting boats, tourist yachts, and pleasure boats, provided that all workers in those boats and yachts are vaccinated. The number of passengers on those boats and yachts should not exceed 50% of its capacity with a maximum of 25 people. A person who has completed doses of Covid-19 vaccine, while allowing the presence of 3 within the mentioned percentage of those who did not complete or did not receive doses of Covid-19 vaccine, and owners of personal boats and yachts, if used, are obligated to the percentage, numbers referred to.

26- Souqs are allowed to open throughout the week, with a capacity not exceeding 50%, and children are allowed to enter.

27- Continuing the work of the wholesale markets with a capacity not exceeding 50% and allowing entry of children.

28- Continuing to allow the opening of beauty and hairdressing salons with a capacity not exceeding 50%, provided that all employees and clients are vaccinated, taking into account that no more than one child is present in those salons at the same time.

29- Continuing to allow the opening of amusement parks and all entertainment centers according to the following:

A- Capacity not exceeding 50% for amusement parks and recreational centers in open spaces.

B- Capacity not exceeding 30% for amusement parks and indoor entertainment centers, provided that 75% of the customers are vaccinated, and children are allowed to enter and counted among the 25% allowed for those who are unvaccinated.

30- Continuing to allow the opening of health clubs, physical training clubs, massage services, sauna and steam rooms, jacuzzi services, and Moroccan and Turkish baths, provided that it does not exceed 50% of the capacity, provided that all workers in those facilities and clients are vaccinated.

31- Continuing to allow the opening of swimming pools and water parks according to the following:

A- Capacity not exceeding 50% for all swimming pools and water parks in outdoors.

B- Capacity not exceeding 30% for all indoor swimming pools and water parks, and 75% of those customers should be vaccinated. The unvaccinated and children are allowed to enter and will be counted among the remaining 25%.

32- Continuing to allow medical services to be provided in private health care facilities with the full capacity of these facilities, provided that all workers are vaccinated.

33- Continuing to allow cleaning and hospitality companies to provide their services through their vaccinated employees, whether in one or more homes, and allowing cleaning and hospitality services to be provided to the facilities contracting with them during working hours with a full capacity, through their vaccinated employees.
