Qatar Reaffirms Freedom of Navigation as Cornerstone of International Law at UN Security Council Debate

The State of Qatar has underscored that freedom of navigation in international waterways is a fundamental principle of international law, stressing that adherence to legal frameworks, serious dialogue, and good neighborliness are essential to resolving crises and avoiding their repercussions.

The remarks were delivered by HE Sheikha Alya Ahmed bin Saif Al‑Thani, Qatar’s Permanent Representative to the United Nations, during the UN Security Council High‑Level Open Debate on the safety and protection of waterways in the maritime domain.

Her Excellency noted that the meeting comes at a critical time, as threats to international waterways are escalating beyond traditional challenges, posing risks to global peace, security, and economic stability, particularly in strategic corridors such as the Strait of Hormuz.

She emphasized that freedom of navigation is enshrined in the 1982 United Nations Convention on the Law of the Sea, and highlighted the relevance of UN Security Council Resolution 552 (1984), which recognized the Gulf region’s importance for international peace and economic stability. The resolution called on all states to respect freedom of navigation and the territorial integrity of coastal nations not party to hostilities.

Addressing recent developments, Her Excellency pointed to the importance of implementing UN Security Council Resolution 2817, submitted by Bahrain on behalf of GCC states and Jordan, which condemned Iranian attacks on Qatar, GCC countries, and Jordan as violations of international law. The resolution reaffirmed support for the sovereignty and independence of GCC states and Jordan, while condemning any attempts to close the Strait of Hormuz or disrupt lawful transit passage.

Sheikha Alya further welcomed mediation efforts led by Pakistan, alongside other parties, that contributed to a ceasefire between the United States and Iran. She stressed the importance of full adherence to the ceasefire to create conditions conducive to dialogue, including guaranteeing freedom of navigation in the Strait of Hormuz.

Reiterating Qatar’s position, Her Excellency affirmed that serious dialogue, respect for international law, and good neighborliness remain the foundation for resolving crises, preventing dangerous consequences, and safeguarding maritime security and international trade routes.
