India has declared a one-day national mourning on July 13 in honor of Sheikh Hamad bin Khalifa Al Thani, the Father Amir of Qatar, who died on Sunday at the age of 74. The Ministry of External Affairs announced that the national flag will be flown at half-mast throughout the country on all buildings where it is regularly hoisted, and that no official entertainment will be held on the day of mourning.
"The Government of India has declared one-day national mourning tomorrow, 13 July 2026, as a mark of respect for His Highness Sheikh Hamad bin Khalifa Al-Thani, Father Amir of the State of Qatar, who passed away today," the Ministry of External Affairs said in an official statement.
Modi's Tribute
Prime Minister Narendra Modi conveyed his condolences in a post on social media, describing Sheikh Hamad as a visionary leader who guided Qatar to significant levels of development and prosperity, and recalling him as a true friend he had the honor of meeting during his last visit to Qatar in February 2024. Modi extended his condolences to Qatar's current Amir, Sheikh Tamim bin Hamad Al Thani, along with the royal family and the people of Qatar.
The Ministry of External Affairs said Parliamentary Affairs and Minority Affairs Minister Kiren Rijiju also conveyed condolences over the Sheikh's passing, reflecting the broader diplomatic significance India has placed on the relationship built during Sheikh Hamad's decades-long rule.
A Transformative Reign
Sheikh Hamad ruled Qatar from 1995 to 2013, coming to power after deposing his father, and is widely credited as the principal architect of the country's rapid modern development. Under his leadership, Qatar underwent sweeping economic, social, and cultural transformation that elevated its standing on the international stage, including a decade-long expansion of the country's natural gas reserves that helped establish Qatar as a major global energy player.
His tenure also saw the promulgation of Qatar's first permanent constitution in 2004 and the introduction of municipal elections, which notably allowed women to both vote and stand as candidates — a significant step in the country's political development at the time.
Qatar's Own Tribute
Announcing the Sheikh's passing, Qatar's Amiri Diwan said the nation mourned a great loss, describing Sheikh Hamad as having passed away that morning with hearts steadfast in faith in God's decree and destiny. The statement reflected the deep reverence with which the Father Amir is regarded domestically, in addition to the international tributes now following from allied nations, including India.
Why India's Response Matters
India's decision to declare a full day of national mourning underscores the depth of the bilateral relationship built during and after Sheikh Hamad's rule, reflecting Qatar's status as a key strategic and economic partner for India in the Gulf region. The gesture, reserved for major diplomatic figures, signals the significance New Delhi places on continuity in its ties with Doha as the country transitions fully under the leadership of Sheikh Tamim, who has led Qatar since his father's abdication in 2013.
