6 Arrested for Selling 'Seaman Licensure Exam' Leakage to a Review Center for P500,000

According to Jobert Santos, owner of the review center, the six offered to give him review materials in exchange for half a million pesos so his reviewees will 100% surely pass the exam.

MARINA confirmed to the Manila Police District (MPD) that those leaked were their questionnaires and its respective answers.


The chief engineer of the Marina board of examiners, Jesse Fresnido, expressed dismay over the incident.

He said that he worked hard for his 40 years of experience on a ship, and it troubles him that acts like this might jeopardize actual safety-related situations if those aboard were incompetent.

He also confirmed that he knows the five suspects as his co-workers, and they are the office’ I.T. guys which explains why they were able to hack the system.

Chief Engineer Carlito Bondoc of the MARINA board examiner also said they are currently making changes to the exam’s questionnaires.

The authorities are conducting an investigation. Meanwhile, the suspects could face administrative charges for anti-graft practices following the incident.
